Measures to Increase Safety

BKW FMB Energy Ltd (BKW) is tomorrow shutting down Mühleberg nuclear power plant (KKM) in order to implement measures for safeguarding the removal of cooling water. This move comes a full five weeks before the beginning of routine annual revision work. As soon as the measures are in place, BKW plans to recommission KKM in September following the annual revision.
BKW is currently investing enormous effort and care in complying with the additional safety requirements demanded by the Swiss Federal Nuclear Safety Inspectorate (ENSI) in the wake of events at Fukushima. As planned, on June 20, 2011 it will provide proof of its ability to successfully withstand flooding of the magnitude expected once every 10,000 years. Key features here are the existing auxiliary cooling water system and certain operational measures. However, latest findings regarding extreme flooding scenarios have shown that in certain exceptional situations, blockage of the inlets to the SUSAN emergency building by detritus that can normally be expected in the river Aare cannot be ruled out. In keeping with its own safety concept, BKW has therefore decided to adopt and implement specific measures based on a secure blockage-free water supply to the SUSAN building following an extreme event. It is also improving the integrity of the existing pump-house under flood conditions. In order to implement these measures before the scheduled recommissioning of KKM after annual revision work, the plant is being shut down at the earlier date of June 30, 2011. The procurement of replacement energy is expected to cost in the region of CHF 20 million. This decision represents a major step for BKW towards improving safety at KKM. Once the planned measures have been put in place and annual revision work completed, BKW plans to re-commission KKM. Due to the previously announced cuts in grid operation costs, as well as the write-off of project costs for the replacement nuclear power plants and the ex-tended production outage at KKM, it is now somewhat difficult to estimate BKW's trading result for 2011. Earlier forecasts should no longer be considered viable.
